Dr. Melinda D. Richards, Ed.D., LPC, CHt

Chief Executive Officer

Dr. Richards provides executive leadership for RTS Services Unlimited, Inc. and brings extensive experience in behavioral health, counseling, education, and services to individuals with disabilities. Her professional work has included children, adolescents, adults, and families across community and educational settings.

Her leadership philosophy emphasizes recovery, resilience, human dignity, and a whole-person approach to care. She is committed to developing services that are practical, responsive, and grounded in the belief that individuals and families should have opportunities to live meaningful lives in safe, supportive environments.

Dr. Darrin G. Myers, BSc, MSW, LSW

Chief Operating Officer

Dr. Darrin G. Myers serves as Chief Operating Officer of RTS Services Unlimited, Inc., providing strategic and operational leadership across behavioral health programs with a focus on service quality, regulatory compliance, organizational performance, and person-centered care.

He brings clinical, administrative, and technological expertise shaped by a 24-year career in telecommunications and technology. Dr. Myers holds a Doctor of Healthcare Administration, a Master of Social Work from the University of Kentucky, and a Bachelor of Science in Computer Science, and is a Licensed Social Worker.

Dr. Cheryl Pugh, LCPC, CADC, LPHA

Clinical Director

Dr. Pugh provides clinical leadership and oversight for RTS mental health services. Her role supports clinical quality, supervision, treatment consistency, staff development, and adherence to professional and regulatory standards across community-based behavioral health programming.

Dr. Ricardo Williams, LCSW, LCAC, CAADC

Program Director — Substance Use Disorder (SUD) & DUI Program

Dr. Ricardo Williams, LCSW, LCAC, CAADC, serves as Program Director of the RTS Substance Use Disorder (SUD) & DUI Program, providing clinical and program leadership focused on evidence-based care, regulatory compliance, quality improvement, and client-centered services. He brings more than 30 years of experience in behavioral health, substance use disorder treatment, forensic social work, and program administration.

Dr. Williams has extensive experience in clinical supervision, substance use assessments, DUI evaluations, treatment planning, and forensic evaluations. A Licensed Clinical Social Worker, Licensed Clinical Addiction Counselor, and Certified Advanced Alcohol and Drug Counselor, he is also an educator, author, and mentor committed to ethical practice, recovery, professional development, and safer communities.

Jalen Myers, MBA

Compliance Coordinator & Mental Health Professional (MHP)

Jalen Myers serves as Compliance Coordinator and a Mental Health Professional (MHP) at RTS Services Unlimited, Inc. With seven years at RTS, he supports regulatory compliance, policy and program development, and billing operations. In a selective part-time clinical role, he provides community support services to adolescents. He holds a Bachelor’s degree in Business Management Systems, an MBA, and a Graduate Certificate in Management and Leadership from Missouri University of Science and Technology.

Lindia Myers, MBA

Human Resources Director

Lindia Myers, MBA, serves as Human Resources Director for RTS Services Unlimited, Inc. She brings 12 years of experience in business and human resources and supports workforce operations, employee relations, and organizational processes. She holds a Bachelor’s degree in Business and a Master of Business Administration with a concentration in Human Resources.
